Lords of Shadow is being developed by MercurySteam. The game from the countdown is most definitely being developed by Kojima Productions.
It's possible that Kojima is assisting in the development of Lords in Shadow, but it's completely unrelated to the countdown game which is all but confirmed to be Metal Gear related.
