I've heard a few people on here say you can never max out a console with graphics

I was just wondering if they made a ps1 game now what would the graphics be like on it or how much would it cost to develop a game for the ps1 now? , same question for the ps2 aswell. If they made a remake of final fantasy 7 or 8 with the graphics of final fantasy x or xii i'd quite happily set up my ps2 and go buy it .
