I'm sure it's coming. If we don't get an official announcement at E3, don't expect it for a while...
EDIT: Sounds like the driver's gonna play a pretty large role in the game.

It does sound cool. Rumor or not, at least I'm glad these guys are working on "something". Anything they do is bound to be promising.
I expect a Q3-4 2010 release.
It sounds like the concept/planning is done and they're already well into development stages. Jaffe talked about already having play tests being done with other developers, so the engine is already somewhat built (though I'm sure it's not finished).
