Actually this year is closest ever. But there are some reasons for it.
1st highest overall population in Europe + big stadiums => highest average attendance in the world (42.216 this season)+ strong regional identification
2nd tv money => it's not as high as in other countries, but it's divided more equal, so teams can close the gap by some smart moves every year.
3rd everybody beats everybody and everybody tries the hardest against Bayern. If you beat Bayern your fans will say you had a great season no matter what place you finished (there were even t-shirts made from underdogs like St. Pauli beating Bayern saying "Winner against the Intercontinental-Cup-Winner".
4th 50% +1 -rule: This rule says, that the club must hold just over 50% of the shares of the club. This keeps German football away from becoming the first or second best league (we get Italy anyway next year
, but it keeps things interesting.
5th regional sponsors. Germany's economy is the biggest in Europe in there's at least one global player in the most states - and they support their local teams
6th strong 2. Bundesliga: the average attendance in the 2nd league is 15.487 at the moment (this year just second to the English championship, because some small teams got promoted into the league).
7th huge amateur support: it's similar to England: You support your local team, even if it is in the fourth or fifth league. And there are still some giants sleeping in low leagues. (Dusseldorf 3. Bundesliga). So if they promote many teams have a solid fanbase to build on.
