If you have ruled out a software/OS problem (it seems you have), return them to the store ASAP. It sucks but it's better than ending up with a piece of hardware which will probably fail soon even if it starts working.

aren't speakers just plug and play, no matter what OS?
well my OS now is xp64 bit. could that be the problem? (btw i just bought the computer today)
Usually speakers are plug and play, but some sound card drivers do some stupid things. For example, my (on-board) sound card has two jacks, one for speakers and one for earphones. If you plug in earphones, it detects that and disables the speakers by software, which causes some software to need a restart if you unplug the earphones.
However, in your case you have plugged earphones directly into the speakers and it works, which means the speakers are getting the signal. That probably means the speakers themselves don't work.

Try another source, like an MP3 player or tv or whatever has a female jack.
If it still doesn't work, take it back to the store and have it replaced.

Plug the speaker cable into the speaker slot on the back of your PC. Make sure you're putting it in the correct place.
Plug the speaker power outlet or USB connector to the appropriate place.
If your speakers have an on switch, press it. Some speakers turn on automatically by twisting the volume knob and some have a switch.
Make sure your speakers' volume knob is turned up.
Make sure your computer's sound is enabled (not mute).
These may seem like really stupid and blatantly obvious things to do, but I've seen multiple people fail at all of them. The most amusing one was my friend (who isn't colorblind) plugging the green speaker cable into the red microphone outlet instead of the green one just to the left of it.
