He's misguiding you anyway.
His first statement doesn't actually make sense.
His 2nd statement is pure lies.
The amount of game data is irrelevent, ALL 360 games are on double layer disc.
They are either 7.05GB total (game data partition + video partition dummy padding (pushes game data to outer edge to be able to be read quicker).
Those were the 1st "wave" of Xbox 360 games.
The 2nd "wave" were the same size.
The 3rd "wave" now have the NXE already on the disc, they place this in the video partition, but it has the effect of making the total amount of data increase by a few mb.
Contrary to popular belief, the remaining 900mb or so of space that isn't used is not DRM measures, that is contained in the dummy data\random padding partition and also the SS (security sector) PFI\DMI which are 2kb in size (yes 2 KILOBYTES) each are on the outer edge near the 7.05GB mark.
The reason for some illegal rips being 7.29GB is due to the video partition being placed twice at the end of each layer and not how originals are stored.
