I got to 20 very early and then started a new game.  Got to 20 again and then stopped playing until the DLC comes out.  Made more sense than starting all over again from level 0 especially since I only had to wait about 2 months and could play other games in the mean time.

 

Yeah, I have been playing Saints Row 2 in the meantime.

So is it certain that all experience gained after level 20 is just lost?  Are we sure that once you install Broken Steel you won't gain multiple levels immediately from all the experience you gained in the meantime?
