there no such thing as console exclusivity. look for the definition of exclusive, not in another platform.

Microsoft is the PC dominator,
Microsoft also wants to dominate the console market.
A game released by Microsoft on these two fronts aren't competing each other. Both will make Microsoft grow.
Yes, there are console exclusives.
PC = Microsoft
Xbox 360 = Microsoft
A game unavailable on any other consoles is exclusive.

but not like microsoft wanted it, sales not going to 360 anyway also pc piracy its high, a pc version prevents them from buying it.
