Straight from 1up:
Level Editor Hidden in PC Version of Braid
Jonathan Blow confirms the editor, and also promises a tool to import images for custom levels.

It may be a couple of days late, but this still has to be one of the cooler Easter eggs we've seen in a long while. In a post on the Steam forums, Braid creator Jonathan Blow has confirmed there's a hidden level editor in the recently released PC version of his time-bending platformer (via Destructoid).
Blow posted the reply in a thread questioning whether a level editor was in fact hidden in the game, saying that he'll release details about the editor at a later date. "Yeah, after I get a new version out in a few days that fixes the problems some people are having, and when more people have played/finished the game, I am going to post some documentation for the editor," he wrote. Blow also revealed the level editor could be used to make "up to a full game, potentially," and that he'll also release a tool that'll allow players to import Photoshop images into the game, to add fresh and original graphics to the custom levels.
If you want to get a crack at fooling around with the editor now, you can scan the thread for multiple posts about how to get it working, and even how to save your files. It seems a little bit unwieldy, but Blow promises the "little kit" he'll soon release "makes this easier."
