Why bother asking this? Just check the sales of the last FF and Zelda which happened to release very close to one another in the Fall of 2006. Here's your answers:
Japan=Final Fantasy won by a country mile(1.8 million over Zelda). No contest.
Americas=Zelda outsold FF XII by a million sales.
Others=Zelda murked FF XII by a million sales.
The end result=Zelda outsold FF XII by 160K. It's about equal.
However, it should be noted that Twilight Princess was multiplatform and potential sales to the Wii version were surely scooped up by the 1.56 million the Gamecube version sold. Overall I would put Zelda slightly higher with potential to beat the next FF in sales. The Wii's userbase will probably be larger than the combined userbase FF XIII will be on, Nintendo games like Zelda have no problem pulling in huge numbers on Nintendo consoles, and a low userbase in Japan for the PS3 will likely make it difficult for FF XIII to spread it's wings there. With that being the game's #1 region in sales potential, I feel it could cripple it's ability to sell as well as past FF's have sold in Japan. Overall, I predict Zelda takes the prize worldwide, and takes the Americas and Others in sales over FF XIII, while FF takes Japan.
