No, it has high-quality voice acting...that's deliberately D-Movie material. The dialogue in particular is so deliberately bad that it's great, in a grindhouse sort of way. You'll love it. Just be warned that in terms of difficulty, Overkill has been radically toned down from the other (arcade) games.

Take a good hard look at Tenchu IV (good stealth game) and Deadly Creatures (interesting beat-em-up). Both are relatively short, though...Since you like RPGs, you may want to look into Tales as well (although your lack of Vesperia tells me the Tales series might not be your thing). Rune Factory Frontier is another RPG, but with a massive twist: check out the official thread to see if it's for you.

Klonoa is coming out in less than a month, and is supposed to be a stellar 2D platformer. The same is true of Jungle Beat, although I can confirm it's stellar. If you haven't tried it yet, Battallion Wars II is an overlooked minor gem: it ain't A-material, but it's good fun for twenty hours (and only $20 to boot). I'm not sure if you're into Fire Emblem, or if you've tried it yet (I suspect you have), but that's another goodie. I've also heard good things about Koririnpa (sic), the marble game others here have pushed.

You also need to look into WiiWare, which has a few great games. World of Goo springs to mind, and FFCC: MLaaK is addicting to those who like management games. Mega Man 9 for the twitch-based gamer (I suspect you already have it/don't care for it, though). Toki Tori is another A-league puzzler. I can suggest several more if you want.

 

And most of all, I have to recommend you Ogre Battle: March of the Black Queen. While inferior to its (still unavailable) sequel, it's one of the best SRPGs you'll ever play. It's also very long (70 hours minimum) and only $8 on the Virtual Console. If you only care about one of my recommendations, make it this one: I can not recommend it enough. There are other good VC games that have come out since September, so let me know if you care about VC at all.
