I guess it depends on what you mean when you say "gets close". It's almost as if people were somehow measuring all the elements of the graphics with some sort of objective yardsticks. Higher native resolution sounds like it would be an easy one, but it can't be considered independantly from how many textures are being used, how complex they are, what kind of lighting is being used, etc.
In the end, I'm sure I could show KZ2 and Gears 2 on the same HDTVs side by side, and the average gamer wouldn't even have a clue that one is supposed to have "better" graphics than the other... it would likely depend on the viewer, with two significant camps saying they preferred one other the other for fairly subjective reasons.
This is like arguing that Da Vinci was a better painter than Picasso, or vice versa.
