They really aren't that debatable. I mean understably game library preferences differ (and therefore can never be 'proven' or fact) but if you took a poll it's not even close. A vast majority would take the PS2 library over 360 or PS3 offerings. ESPECIALLY in the two given categories.
And yes you really do need an HD TV to enjoy HD games. Otherwise your text is screwed up and hardly readable.
He will eventually upgrade to an HD TV. The point is, it's all about the here and now for him. I suggested getting a PS3 W/ BC because it overall makes the most sense as far as I'm concerned. He can play the great library of PS1/PS2 games. (Especially ones the genres that he enjoys). Still be able to play a majority of next gen games, while still maintaining a connection with several popular Playstation franchises that are still only Playstation based.
Yeah you don't have to pay for Xbox Live and you can download stuff, but you can't play online with your friends. (Which is really the point, isn't it?). For someone who doesn't value or put much value into Online gaming. I think the PS3 provides a better choice because it's simple. It's there for him to use (For free) at his will. Maybe he wants to dive just a little bit into online gaming? Xbox Live is a little over priced for the usage he would potentially be getting out of it.
And the PSN has some good games that he might miss out on and also have trophies.
I understand the PS3 comes at a higher cost, but again when you factor in the ability to play PS2 games (Which was the premise of the question). I think it's an easy answer. He can get his cake and eat it too, by getting a PS3. If he gets a 360 and wants to play some of the best games created in their respective genres (PS2 games) he will also need to add on the cost of a PS2.
