Because this deal says that the companies will get their money back in royalties where as the "moneyhatting accusation" is actually just buying exclusivity.
This still means that the games will have to earn their royalties.

No, it's not a joke. Nor Sony nor Microsoft offer direct money, rather support and licensing deals etc.
For example Microsoft offered Square tech support, a publishing deal and likely low license fees. No direct payment. R* received a 50 million rent free loan, no direct payment.
I'm not accusing Sony of moneyhatting, just saying that the accusations of Microsoft moneyhatting are over the top.

retail games / psn games.. in most cases.
In other words this is obviously to help indie developers and not to obtain exclusive deals with already known franchises and/or preventing big companys from releasing games on rival consoles since, again, this applies mostly to indie developers.
