The PS3 userbase is older, so perhaps more are familiar with the series or you have your hardcore tekken fans who own the system. Just like hardcore FPS fans buy extra copies of shooters on the 360.

Since when? Tekken is a lot different from street fighter. I don't think tekken fanatism could sell any significant number of copies of sf4.
From what you said, it would seem that shooter fans are simply more abundant on 360 (at least in europe) while their ps3 counterparts simply prefer buying from other genres. This conclusion makes the most sense to me.
The hardcore BS people have been throwing around regarding 360 software sales hasn't been refutable till now. EU is the best region for SW comparisons since the ps3 and 360 userbases are virtually tied with the edge going to 360
