this isn't 100% true, as each state is slightly different. In some states it is illegal to be in the left lane unless you are passing, and in others you can't pass on the right, but you can sit in the left lane. In some states you don't have to pass on the left. Now, the safty factor is the same, but not all states have a pass on the left only law.
I looked it up when we got in an argument on a motorcycle forum we used to visit. I found a website that had all driving laws posted for every state.
