Seriously, IGN video quality is superb and it supports almost full screen viewing. Youtube video quality sucks even when viewed in tiny size and full screen...ugh why?? Why doesn't youtube up the quality??

Not just bandwidth. Also because they needed to use the basic H.263 video codec (not H.264 - that one's good) that was available in Flash for maximum browser compatibility. Stage6 has great video thanks to their MPEG4 ASP derived codec (though they probably have great servers and little traffic), but you'll notice you need to install a plugin to display it. Youtube has no such requirements for anything supporting flash.
i bet google can afford it, the quality didnt improve even after google bought it off two random joes.
