There was so much epicness between Sephiroth that the story would have been nowhere near as good if it was changed. To "replace" him would have destroyed the story. Having someone else destroy Sephy would have also defeated the entire purpose of him being the main character. That argument could potentially be placed in any game. Although it would be a nice twist to have a supporting character do the final deed instead, it would not always work better.
Cloud facing off against his life long hero, his idol, his mentor. The man that betrayed him in the worst way possible.
Cloud was seen as weak by Hojo, unworthy of being a proper Sephiroth clone. Funny how a "Failed Experiment" was the only one that could defeat him.
Sephiroth was sure that no meager human could ever defeat him, expecially anyone as lowly as Cloud. he was definitely surprised when Cloud shoved a foot wide sword in his back.
Cloud is imbued with Jenova Cells, "mothers memetic legacy". This means that Sephiroth inadvertently lives within Cloud dorment. They are apart of each other. As long as Cloud lives, so does Sephiroth.
Sephiroth stole everything that he ever felt dear too. His life, his home, his family, his love.
It cant get more poetic then that...
