Microsoft needs more sales in Japan, as it will woo top tier, and middle tier companies to ensure that their major Japanese games are supported on the X360, if the X360 had decent (1m+) sales in Japan, and very good (15m+) unit base outside of Japan.
Yes, Microsoft has Capcom because Capcom has traditionally done very well outside Japan. However, Microsoft also needs Square-Enix (a company that has done little to support the X360), Namco-Bandai (which they have), Konami (which they have only mediocre support), Sega (little support outside of multiport games), and that's about it. No Atlus, Hudson, IE Institute, very little Konami, Banpresto, ect. There's very little support for middle-tier software companies like those, since the majority of their sales take place in Japan. Microsoft needs those, as if they had those, sales would be phenominal (atleast compared to the Xbox. Sales would still be below Wii, but could rival PS3).
So in the grand scheme of things, MS needs Japanese developers. They're the gateway into good Japanese sales, and Japanese games have a better effect in Europe, so J-games are good for Europe too.
