Since most of the big games on the 360 are FPS does that reflect on American game developer's attitude toward american gamers and current sales?

Not really... it's that FPSes are a peice of software that's been fine tuned so much that with only a minumal effort you can make a profit. Everyone knows what people want all they need to do is execute on it in a interesting way... like CoD4 and WaW... These are also massive titles on the PS3

FPSes are the 'in' game right now, so developers are, understandably, promoting that genre the most.

We're in a similar situation as we were in the mid to late 90's when Japanese RPGs saw incredible success on the PS1 - everyone seemingly jumped in with new IPs and renovations to older series in the SNES days.

As for the 'American developer' attitude, there is an incredible amount of innovation, and genres available by American developers - both indie and major IP. American developers are innovating in almost every genre - FPS, RPG, Racing, Platform, Sports, and more, and are seeing incredible success on PCs and Consoles. In the 90's, American console developers were the outsiders. Now they're the norm. Major studios like EA, Bethsada, Activision, Take 2, Disney and more are in the top-10 publisher/dev lists for software sales, which is a huge leap in console game sales from where they were 10 years ago.

Also, look at the most critically-acclaimed games in the past few years - once dominated by overseas efforts, a significant chunk are now developed in the States or America's Hat - Canada.

As for the 360 and the userbase it has. The Xbox was known as the shooter box, and it's inherited that status as the go-to for FPS games. It's not so much that only shooters sell, as it is that they have that userbase on lock-down. Comparing other genres, we see that many other genres are as popular on the X360 as they are on the PS3 or Wii. Looking at the recent trend of music games like Guitar Hero/Rock Band - they're certainly (from appearance) not a similar genre to FPS/TPS games, but Rock Band and Guitar Hero are both huge sellers on the system...Showing that the userbase has become pretty diverse.

@ OP:  Yes.  It establishes a thrend that publishers pick up on to make more qrtly profit.
