Most definitely. Hell, even basic cel phone dev tools come with emulators for the pc. I havent seen the contents of the Wii dev kit yet, so Im not certain exactly what all is in there, but those are all pretty standard things. =)
I though anyone can get a dev kit as long as he got around $2000 to pay for it ...

^^^ again, wii dev kits are NOT WiiWare development software. The 2 are very different. Getting Wiiware development tools is apparently easy, but an actual Wii dev kit is a more involved process

It's not nearly that easy and I would love for you to source where you say they can be bought easily. Even last-gen dev kits or even ones like SNES dev kits can't be easily obtained.
If a dev kit does happen to get into the wild somehow, Nintendo (or whosever dev kit it is) will be able to find out where it came from and wherever that place may be, those people probably won't be getting any more dev kits again.

I *believe* (not 100% positive) WiiWare is something different and you may be able to get away with not having one but you still have to front (or find someone to front) a lot of money.
