electrical shock can be very dangerous but there are a couple factors that make a big difference.
1) voltage doesn't really matter too much. Static shock is felt at ~2000V or higher
2) DC tends to be more fatal as your muscles tense up and have no oportunity to relax. If you grab a DC supply you may not be able to let go, where as with an AC supply you at least have a chance.
3) Amperage is the big factor. As I noted above, 2000V is where you feel static shock, but the amperage is so low it would never really hurt you. However, power supplies like high voltage batteries and power lines can supply more than enough to kill you.
4) if the current isn't going across your heart (hand to hand goes across the heart, where as if you grab something with 1 hand it may just be traveling from 1 finger to the other) you are far less likely to die
so yea, if they sat in a chair that supplied electric shock every time they died with low amperage it would be perfectly safe and totally cool
