Yes, there are hard limits about what a hardware can do, but those ps3 exclusives are still 30fps (sans gt5, but that's a driving game), render at 720 instead of 1080, and as a whole don't appear to be the signs of... how to call it... higher ceilings.

You'd be surprised what people can do with enough talent, obsession, and time. I once saw a real-time 3-D air flow simulation by these two Russians on a pentium 1 which was on par with what people were doing on a p4. Sure it was so optimized for their exact configuration that it probably couldn't be ported to any other computer in the world, but who would have thought that was even possible.
