there is no reason to wait for hardware sales to drop before creating incentive to buy software. If the software drops low enough, and Nintendo wants to keep the games on shelves, then they will drop the price of the software. They release new software to keep interest in the hardware high.
I don't think I could find a single example of dropping the price on old software directly increasing the sales of hardware.

This is one of those things that indicate where a console is in it's life cycle. Greatest Hits come along with price drops and alternate colors, none of which seem to be on the table for Nintendo.
