There is a setting in Mii Parade - you have to turn mingle "on" manually. Until its done, no Miis will show up.
You might also need some friends registered?

Sorry guys, I just change my internet provider, from ADSL service into Cable. I can't use my wireless router anymore (It's ADSL modem w/ wireless router built in). Have to go offline for a while, at least until I buy a new cable router. I'll add you all when I am online again. :(
