The review numbers are skewed, reviewers score from 5-10 most of the time. So taking away 50 and dividing by 10 gives us these scores. Pretty much anything under 50% would be less than 1 anyway.

60% -50 / 10 = 1 70% = 2 80% = 3 90% = 4 100% = 5

Which would be a pretty fair review scale for most games. It gives us mostly 2.5s/3s which gives us a nice bellcurve to work with.

So Halo 3 is a 4.4 game and Fable 2 is a 3.9 game and Ninja Gaiden 2 is a 3.3 game.

I don't think 40-60 should be considered 'fair', I can't pickout a word right now, but fair doesn't seem it!

And 60 - 80 shouldn't be 'good'
It should be broken down by intervals of 10.
60-70 would be something along the lines of 'alright'
80-90 should be good.
90+ should be excellent.
