I think X-files is one hell of a show.
The problem is that Democracies aren't too conspiracy friendly. "Well I'll be damned, the last government did awful things that could destroy their party if we let it be known... Nah, we'll just risk losing the election to them next time."
I realize the two party U.S. system allows for the good old "both political parties are in it together" excuse, but it's kind of a lame one. So instead, you have to shift the conspiracies away from the executive branch, with the Military being the obvious choice. So now you're dealing with a myriad of elected, appointed, contracted and hired people in the public and private sphere, pulling off conspiracies that are either continued, hushed up, or hidden from the myriad of elected, appointed, contracted and hired people in the public and private sphere that come later.
Does the government do bad things and deny it to the public? Yes. And they usually get caught.
When the Liberal party of Canada syphons off hundreds of millions of public funds to Liberal friendly ad firms, they get busted. When the Republican party concocts evidence to invade Iraq, they get busted on it.
They are fun though.
