Teaching more people how to fish is going to accomplish one thing...further deplete our already depleted fish stock.

Then you don't understand the saying. It is "teach someone to fish" teach is an active verb so you as a proponent of the saying must be willing to do something (teach volontarily or provide support to those who do) or else the saying would be "set up an expensive education system where someone can learn to fish for himself and have large student loans."

I agree, but you actually have to put some effort into teaching him.

The Republican/Mccain camp (many Democrats as well) hasn't been to good for education, considering the whipping we've been getting from the rest of the world.

No, your quote says that you put some effort into teaching him how to fish.  In relation to the subject, that would mean free education or job training.  The other free alternative being giving him a fish, representing a welfare program.

Yes, the Democrats and the Republicans have damaged our education system. There are ways to remedy this, but the two parties seem unwilling to take the necessary steps.
