Anything that uses electricity to generate heat (on purpose) is not going to manage that, Kettles, electric ovens, Washing machines, toasters, tumble driers, microwaves etc can get more efficient, but no where near 1 or 2 watts.

In the UK, gas and electricity supplier EON is giving out free POWERDOWN adapters for electrical goods such as tv's pc's etc. It reduces the amount of power being used and wasted. If the EPA made it a must for everyone to have one of these (since they are free i can't see any reason why anyone would complain and they would save on electricity bills), that would help them far more then just consoles being power consuming.
