or is premium themese really stupid?

Not only stupid.

But it feels like price gouging.

Is there at least a tool for us to create our "own" premium themes?

The only difference (from what I gathered) is these will be professionally done, and possibly have licensed content. Sounds, rotating backgrounds, custom icons, etc can all be done with custom themes.
