Another factor, are you aware that Nintendo has made more Japanese centric titles in the past few years than ever? Especially now with Wii and DS.
Redo your chart while taking into account how many per year are Japanese centric titles. I think you'll find the ratio of localized titles stays roughly the same within that regard.
