I know that was a Halo 2 issue, snipers would noscope you and the hit box of your head was bigger than it should be so it was easy to noscope kill. My cousin was one of those people, he was so good he'd kill me instantly. I didn't notice any people at Halo3 doing it, but I haven't played much online.

Halo PC is ALMOST as good as halo 3's MP.
The main reasons Halo 3s in better are:

Integrated voice chat
More match types
Forge, and Theater modes
Graphics, More weapons, and more vehicles
Playlists make finding matches for certain types , # of players, and settings easy
Custom games.... co-op games.... These allow friends to play in your games easy.

There are downsides though:
Matches load slowly
It makes forever to find matches for your games
People can be quite rude in Halo PC... now imagine those people could talk.

Anyway, I like Halo 3 better though.
