I know that was a Halo 2 issue, snipers would noscope you and the hit box of your head was bigger than it should be so it was easy to noscope kill. My cousin was one of those people, he was so good he'd kill me instantly. I didn't notice any people at Halo3 doing it, but I haven't played much online.
