From reading that, the Superintendent seems (to me) to be some type of Artificial Intelligence.

-He repeats phrases a lot ("METROPOLITAN EMERGENCY!  METROPOLITAN EMERGENCY!")

-He spouts tons of clearly pre-programmed phrases ("DETOUR! PROCEED WITH CAUTION!”     "BE A HERO! REPORT VIOLATORS!”     "KEEP IT CLEAN!"   "YIELD TO UPHILL TRAFFIC!"    "PLEASE REMAIN CALM!")

I would guess he's a more primitive AI than Cortana, as he doesn't seem to be able to form his own thoughts, merely saying preprogrammed phrases at the 'appropriate' time.  For instance, it seems whichever naval forces he's with are under an attack of some sort, and come to a hill when he says 'YIELD TO UPHILL TRAFFIC!'
