Until further information comes to light, I'm sticking with my guess that an accountant at MS figured that publishing deals and moneyhats are a more cost-effective way to promote Microsoft's platforms than directly investing in development.
You have to admit that it's strange for Microsoft to cite "fiscal" reasons when ensemble has such a reputation for good-selling games.
