With the TGS, microsoft is stepping up (I feel) with their price cuts and their recent announcements that there will be more exclusives on the way, that they want to talk about Halo soon, that they have a speech prepared as well.

Sony on the other hand.... uhm... nothing?

I haven't seen them try to create a buzz, like they did with the Leipzig Convention (12 new announcements and such).

Are they just waiting it out, or have I just missed something from Sony?

Not very likely, Sony is a japanese company after all. They don't want dissapointed japanese gamers.

They have no need, there is buzz from the SOCOM beta, and their announcements at Leipzig were only a few weeks ago. I do believe they have a big exclusive to be announced at TGS for the Japanese market, though I have no idea what it could be
