I wouldn't go as far as that.  I'd say anyone should be allowed to have kids.  If a teenager or someone who shows risk factors, unemployed, drugs, whatever, is going to have a baby, they should take a parenting class. 

And what kind've test?  Genetic?  Mental? :P

For those of you who are simply putting in the compass directions:

Putting the image in is pretty simple. It should just be "right click" image...copy location....then click on the picture in the post editor....and paste in the url from the picture. The sooner you learn how to do this, the sooner you can start creating better threads and post fail pics....which always go over well.

And if you get good with picture embedment...you can move on to video and post videos of kermit watching two girls and one cup. Great fun.
