If you're hosting a game, the upload speed will be your biggest hurdle to overcome.
If you're just playing online, 256 down can work, 768 down is better. Anything higher than that and it won't affect gaming (but comes in handy for downloading pr0n).

I have a 5 Mbps (700K) connection and I run in to lag every day. Not because of my connection. But because of clowns who want to play online while downloading porn. (not you rocketpig, you're not a clown

Lag is connected to the speed of your opponent as much as to your own internet speed.

Your connection speed has nothing to do with lag, it's irrelevant.
What you need to know is your provider's latency. Latency is not affected by your connection speed, only by back buffers, distance to the other point, path taken by your data to the other point, and technology of communication (which includes use of QoS).
So basically, you're not searching for the right measure. BUt a lot of people have a very poor understanding of technology, especially in gaming. Most people don't understand the difference between bandwidth (what they call speed) and latency.
That's why even on this site, you have lots of stupid comments based on false premises, like DVD faster than BRD, or Flash memory faster than (SCSI, SAS, ...) hard disks, ...
