I didn't have a lot of ''the best'' PS2 games (like God of War, R&C and Jak), so my list might be the only original out there:

Hm, it's hard to choose the order:

1. Metal Gear Solid 3: Snake eater

4. ICO

After that it's a toss up between Jak & Daxter, Jak II, and God of War II.
