I booted up GTA IV for the first time in about a month and it began to load, thats when the problem happened.  It froze and make a weird noise.  I shut down my 360 and turned it back on about two or three more times and I got the same problem.  There was no RROD and I put in COD 4 and that worked perfectly.  There are also no scratches on my disc for GTA IV.  anyone had this problem before?

I had the same problem, but on the PS3. Mine was solved by deleting all the saved data from my hard drive.

360 doesn't do that yet, so I'd just go back to the store you bought it from and get an exchange.

I thought you were going to talk about the disgusting content in the game being the problem.

I know. I was disgusted at having to shoot 200 pigeons just to get achievements.

Those stunt jumps were no walk in the park, either!
