By that logic Dragon Quest wouldn't sell on the PS2 because Dragon Quest Yangus only did 290,000.
The truth is... you just don't understand how spinoffs work.
They are games with lower budgets that use a brand name to get in some of the fans to make a hefty profit.
Dragon Quest swords likely hit it's sales goals.
Two games that didn't hit it's sales goals by the way? FF12 and Kingdom Hearts 2. They sold lots of copies, but to SE were kinda failures. It's all a matter of knowing what a publisher expects from it's product.
Looking at straight numbers doesn't tell you anything. Games that sell millions could infact be failures compared to smaller budget games.
