Will Fallout 3 be a worthy sequel to Fallout 2?

Interesting that there will be significantly less NPC's then in Oblivion. I think that even if F3 ends up as a Oblivion with guns and mutants it will be a great game but i hope that the game will bring the right feeling that belongs to Fallout. Is Bethesda up for it?
