companies dont take 2 long 2 start working on a new console. in fact, once they release a product they start working on the next one. they cant wait, it takes quite a while 2 think of ideas and then actually making those ideas.
I'm sure Sony would love to get ahead of Nintendo by jumping on the casual bandwagon, and the best way for them to do that would be a new console.
That doesn't mean that they'll launch a new system within a year. After all the PS3 started around 2003, with serious development beginning in 2004. It does mean that they will probably try for an earlier launch and hope to catch Ninty, and even MS sitting on their laurels.
If they do take this path then it should be interesting to see how they'll try and appeal to the casual market.

Well I think first party development dries out a bit when they release a new system, but it's still great for third parties, hell there's still a ton of stuff being released for the PS2 -_-;

Prediction: The PS4 will debut Christmas 2011, while third-party support for the PS3 will drop off sharply after Q1 2009. From this news, it seems as though the PS4 will simply be a more powerful PS3, probably with a motion controller. The Xbox 720 will debut in the same year, and be both less powerful and cheaper, also with a Wiimote-like controller.
Meanwhile, Nintendo will continue to ride the Wii wave and debut the Wii 2 with built-in MotionPlus technology and full Wii BC in 2012. Most next-gen multiplatform games will be Wii2/X720.

Hopefully they use a more dev friendly yet very powerfull CPU [possibly even stronger than the Cell considering how far away console is probably from release] that works very well with the new and more powerfull GPU this time around. And also go with just XDR, even if there will be 2 RAM pools. And hopefully bringing something very innovative this time around, the WiiMote from nintendo was definatly a big step up for nintendo.
But on this, I don't fully believe it.. but it is possible. But I don't think we will see a p4 for another 5.5 to 6 years... say that is too long if you want.. but that's just what I think. And even when it is released, ps3 will still be selling in ps2 like fashion.
