Ease of development is absolutely critical. This is *extremely* important for developers, because if something is harder to do well, it won't be done as well overall.
Secondly, the 360 has significant technical advantages -- more fill rate, more general purpose CPU power, more flexible memory -- stuff that devs like.
John Carmack is arguably the best technical programmer in the world today. When he says something it is always worth listening.
Is the 360 a smarter piece of hardware than the PS3? Clearly. Is it lower quality overall? Clearly. If it wasn't for the quality issues and the PS3 storage advantage, there would be literally now games advantage to the PS3 at all. And having more storage is a pittance compared to having more fill rate and more CPU power for devs.
