As a Canadian I can tell you the only time I have ever heard "about" pronounced "aboot" is in American tv/movies making fun of Canadians.
The thing I think is ironic about the whole scene in South Park, is that its an American movie implying the whole world thinks Canadians have silly pronounciation; the whole world does think that Canadians have silly pronounciation, because Canadian pronounciation is almost identical to American.

You do realize that's only done by people in the North. I'm from the south and everyone pronounces roof so that it rhymes with aloof.
