I guess in the 82, they just included all Austrians by accident as well. Or was it the people from Liechtenstein?

Liechtenstein has only 35.000 citizens.
So i think the answer is no. :p
Maybe the 82.3 million were just wishful thinking in a country with one of the lowest birthrate on the entire planet.

Depends on where you're from, in many European number systems the '.' and the ',' are inverted from the American system. To avoid confusion you can just use 35 000.
