It was announced at E3, an American focused gaming show. Why would they announce it there if it was Japan only?

I think this game looks great. If it plays as good as RE4, which it sounds like that is their direction, it should be a great game.

Actually, it was announced in Famitsu first. I hadn't even heard that it was at E3.

^ Famitsu announced it, and it wasn't at E3. Either way I see it coming to the U.S since it sold the most there.

It is getting a stateside release because Capcom USA will be making the announcement next week. RE0 Wii Edition this is not.

I think you're reading far too much into the statement. I didn't feel the need to write out the 360 part of that, we all know this was a 360 game.
