I wouldn't expect Nintendo to complete a game today and then release it in 2011/2012, but I wouldn't be surprised if they had games they finished in 2010 that were released in 2011/2012 ... By slowly building up your backlog (3 month delay in the first 18 months, 6 month delay in the middle 18 months, 9 month delay in the final 18 months) you should be able to keep a steady release schedule and keep games up to date. On top of that, just because I would call the games "complete" doesn't mean someone wasn't working on them; if they completed initial development they could (potentially) keep a tiny team of under 10 developers working on the project polishing it (and enhancing it) for up to a year or so without it becomming too expensive.
