I think this is mostly true. What I do think they intended to say is that some containts like music, HD videos and so on will cost money. I think that the article might simple be quoted a little bit wrong.
About the trolling issue: I don't think it is trolling as long as people discuss it, and those that bring up the subject answer to well asked questions and not run and hide. Something that some of the more extreme N-fans and Sony-fans on this site sometimes does. I myslef find it very frusturating when I make an counter argument and people choice to ignore it and continue with the same argument.
