StarCraft2 appears to be a 2009 release.  Diablo III is an unknown factor here, but I'd suspect it'll release AFTER StarCraft2 and probably in 2010.  Is it possible that Blizzard can win GOTY two years in a row with the release of two of their franchise games?  Of course this is huge speculation since no one has any idea of the release dates, but I really think Blizzard can and will achieve this.  They will bring back the glory that is PC gaming. :D

There is no standard definition of what "Game of the Year" really means ...

There are so many publications which give out "Game of the Year" awards that (pretty much) every game can claim that it was the "Game of the Year"

StarCraft2 will sell a lot, there's no doubt about it

but from the preview, the game will probably get no higher than 9.5. No chance in hell to WIN GotY (to contend? absolutely)

Just for the record, I'm predicting Super Mario Galaxy 8 to win GOTY in 2021!
